Make decision at home before you go to your first destination in Taiwan. e.g.: Taipei, Taichuang, Taitung, Hualien, Yilan, Kaoshiung or somewhere else..., thereafter, decide on how to get to your first accommodation, By Taxi? or Other public transport? or book a local tour service? or contact a driver?
Go by other means of public transport is a little troublesome unless you are travelling as a back paker, young couple, young groups and don't mind about the getting up and down the public transport with your baggage.
Before leaving Taoyuan custom and airport:
Once you clear the custom get your baggage and don't rush out, go to the bank counter and get your cash change to NT$, there is no "money changer" outside the airport or in town, you can only change your currency in the bank if you don't do it in the airport.
If you forgotten to change your currency and is weekend or holiday in Taiwan, dont' worry be happy, you are able to withdraw your cash from the ATM machine. ATM machine is everywhere in Taiwan, almost all the convenience store has an ATM machine and operate 24 hours round the clock.
Out of the custom, next look for mobile phone station to get your "SIM" card for your smart phone, this will let you link up with your countryman quicker and cheaper and easy for you to contact the locals when need too.

Planning to take the high speed train to your first accommodation in Taiwan, you have to take shuttle bus from Taoyuan airport to Taoyuan high speed train station.

Tickets are sold at UBUS service counters at the Arrivals Lobby of Terminals 1 and 2. Shuttle bus fare is at NT$30 (US$1) per head.
Once you are out of the Taoyuan airport, get onto the airport transfer bus to "Taoyuan" high speed train station by bus number 705.
The journey is about 25 minutes.
The cost for bus fare to "Taoyuan High Speed Train" station is NT$30 (US$1) per head.
From Taoyuan High Speed Train station buy your ticket at the ticking machine or ticketing counter to the destination you want.
High speed train do not travel on the east coast.

Taipei Station which is the same location of the MRT Taipei Main Station and Taipei Train Station, from here you may walk to your first accommodation provided you book your accommodation near the train station, otherwise, you still need to take a taxi to your firs accommodation in Taipei for your first night.
